selling a car in SC.
do i just need to sign the title over to the buyer?
Am i the SELLER req'd to get a bill of sale, or is that the buyers responsibility?

I think if you are selling it to someone who will register it in the same state the title alone should be fine.
Most states only require a bill of sale if the title will be transfered to another state.
And it is the buyer who needs it but they will need you to to fill it out.

It doesn't say specifically in the SC web page.  Vehicles are transferred by title of course, and a bill of sale would help the buyer prove what they paid for it when they transfer title.  But it would be simple enough to do one just in case.  "I John Doe sell my 1997 Buick LeSabre, VIN xxxxxxxxxxxxxxxxx (17 digits) to Mary Black for the amount of $XXXX.XX, receipt of which is noted."  Sign it, hand it to the buyer with the signed title and go with them to the DMV to do the transfer.  Or, find out what form the state uses to release your liability in the vehicle and fill it out and send it in to get your name off it.

Of course you have to sign the title over.  How are they going to register it in their name.  Yes, you are to get a bill of sale, in fact both parties should have a copy.

The bill of sale in SC helps the buyer register it (though not required, it is helpful). Make sure you go on the DMV website and fill out the form that tells the state you sold it (in case the buyer does not register it), this tells the state who to go after for the taxes and releases you of the tax obligations. It is required to be faxed in within 15 days of the sale.
