When will they be at their cheapest? How will the bailout (is it a sure thing yet?) affect the CONSUMER? If there is no bailout and these companies go under, will their cars then be sold at rock bottom prices? Thanks.

You can already get most American cars below invoice, I don't know how much cheaper you want than that.

The government isn't going to let any of the big three fold,  so if you expect to be able to get a 2009 Corvette for $1,000 at a bankruptcy auction, you're dreaming.

And as always, cars are their cheapest at the end of the model year. Right now is the best time to buy 2008 cars of any make.
