I suppose so but the term is usually associate with turbo chargers.  It is simply a small radiator used to cool a liquid for a specific purpose.  They are also used to cool automatic transmission fluid on heavy duty tow vehicles and as oil coolers on some heavy duty or race vehicles.  However, they are usually referred to by the job they do such as oil cooler or transmission cooler.

An intercooler is an air-to-air heat exchanger; a radiator-like device. It cools the the engine's air supply after a turbocharger compresses and, subsequently, heats it and before it enters the engine's intake system. Cooler air is denser, and therefore contains more oxygen than warmer air; providing more power potential when properly mixed with fuel.

An intercooler can be installed on an engine with no turbocharger, but there is no advantage in doing so. A cold air intake setup is preferred.
