how come when its cold some vehicles you can see the exhaust from and others you cant?

Once the vehicle warms up and the entire exhaust gets hot the surrounding air doesn't condensate and create moisture (that's what you're 'seeing', it's the moisture from the warm exhaust hitting the cold air).

it probably means that their cat. is,nt working like it should or they had their car started for awhile.
